HVO South Coal Project Part 3A Application
In 2006, Coal & Allied instigated a process to replace the multiple approvals under which HVO South operates, with a single Project Approval. This process, as allowed for by the NSW Government, will streamline administration for both Coal & Allied and the Department of Planning. Coal & Allied are seeking Project Approval for a 21 year period.
The proposal, known as the HVO South Coal Project includes extraction of a further 84 million tonnes of coal; upgrade of a range of associated infrastructure at the mine, including the Lemington Coal Preparation Plant; and replacement of up to 25 existing development consents with a Project Approval.
In applying for Project Approval, Coal & Allied was required to prepare an Environmental Assessment Report. This Project Approval would allow for the existing approved activities, further developments that have also been approved and are yet to commence as well as a number of proposed extensions to mining and upgrades to infrastructure. To adequately assess all potential impacts of the approved operations and the proposed activities, the assessment methodology needed to incorporate all of the existing and future HVO South activities.
The Environmental Assessment Report has now been submitted to government for assessment. The project will be assessed by the Minister for Planning under Part 3A of the Environmental Planning and Assessment Act 197.

Make a submission
Members of the public are invited to make a submission to the Department of Planning on any aspect of concern related to the Environmental Assessment Report.
Submissions should include:
- Your name and address;
- The project application number (No. 06_0261);
- A statement on whether you support or object to the project; and
- The reasons why you support or object to the project.
Submissions must be received by the Department of Planning by Monday 17 March 2008.
